If you are looking at guaranteeing a minimum of 3 games per team and build the most comprehensive format possible for your small size category, the FIBA 3x3 Team recommends:

To create 2 uneven pools (3 teams and 4 teams), where the top 2 teams of each pool progress to the KO bracket and build a consolidation pool round to allow the worse rank teams in both pool to get a shot at making it to the KO bracket.
